Permanent Traders

In this section, you can apply to participate in the St Kilda Festival on Festival Sunday, 9 February 2020. Fixed premise businesses located on Acland Street, Shakespeare Grove and Fitzroy Street may apply to occupy or extend the outdoor trading space in front of their premises.

Retail premises may setup displays of items for sale and cafés or restaurants may setup additional seated outdoor trading space for their patrons to indulge in amazing cuisine as they as away the afternoon watching the passing entertainment. Extending your outdoor trading area is a unique way to become involved. Acland, Shakespeare and Fitzroy Streets release their true vibrancy on Festival Sunday, and this is a great way to showcase your business at its finest to the expected 400,000 festival visitors to the City of Port Phillip.

Application instructions

For public health and safety reasons, the City of Port Phillip Council manages various special events through its Local Law 1 (Community Amenity). A permit is required to trade at the St Kilda Festival and to use council parks and reserves, including the foreshore and roads for a range of activities.

Whilst we encourage and welcome applications from fixed premises, not all traders will be able to extend onto the footpath due to various egress and emergency management reasons. Completing this application does not guarantee acceptance. Applications will be evaluated by St Kilda Festival Management, Victoria Police and the VCGLR (where applicable) and the outcome of your application will be advised in late November. If your application is approved, you will be issued with a tax invoice that must be paid in full before your permit can be issued. St Kilda Festival management reserves the right to cancel your application at any time and without notice. Failure to pay the issued tax invoice within the terms of payment may result in cancellation of your application.

The closing date for all applications is 5:00PM FRIDAY 25 OCTOBER 2019. Late applications cannot be accepted under any circumstances.

In 2020, the St Kilda Festival will proudly celebrate its 40th birthday! Please advise how you may wish to celebrate this wonderful achievement. Suggestions are completely optional and will not adversely impact your application:

Major Event Liquor Licence – Multiple Applicants (Liquor Licence)

If you are a licensed premise, you must apply for a Major Event Liquor Licence (Multiple Applicants). Once granted, your licence may require you to provide security guards and may impose additional conditions than what appears on your regular liquor licence. Please complete and upload the form below and we will submit this to the VCGLR on your behalf. (Liquor Licence). DO NOT lodge your Major Event Liquor Licence (Multiple Applicants) application directly with the VCGLR as it will be not be processed. All applications must be lodged as one submission, by St Kilda Festival Management only.

Alternatively, you may send in your application and cheque payment (made payable to ‘Victorian Commission for Gambling and Liquor Regulation’) by mail to us and we will submit this to the VCGLR on your behalf.


Fees Payable

Please note the fees are only payable once your application has been approved and a tax invoice has been issued.

– Administration Fee (GST Inclusive) $34.40

– Extended Trading area (Licenced premise) per m2 $29.00

– Extended Trading area (Non licenced premise) per m2 $10.75

– Extended Trading area (Retail premise) per m2 $10.75

– Major Event Liquor Licence Fee (Licenced premises only) $148.00

Insurance & Indemnity

All itinerant traders must have public liability insurance to the value of $20 million naming the CITY OF PORT PHILLIP as an interested party on the Certificate of Currency. You are also required to indemnify the City of Port Phillip against all losses and claims by agreeing to the following:

(hereinafter called “the Indemnifier”) to the PORT PHILLIP CITY COUNCIL (hereinafter called “the Council”).

Whereas the Indemnifier has applied to the Council for a permit to use a portion of the road or the footpath or other Council land within the municipal district under the Council’s Local Law 1 (Community Amenity) and the Council has granted that authority by way of a permit.

By checking the box below the Indemnifier confirms that in consideration of the Council granting a permit the Indemnifier agrees to indemnify and to keep indemnified, and to hold harmless the Council, its servants and agents, and each of them from and against all actions, costs, claims, charges, expenses, penalties, demands and damages whatsoever which may be brought or made or claimed against them, or any of them, arising out of, or in relation to the Indemnifier’s performance or purported performance under the permit granted by the Council and is directly related to the negligent acts, errors or omissions of the Indemnifier.

The Indemnifier’s liability to indemnify the Council shall be reduced proportionally to the extent that any act of omission of the Council, its servants or agents, contributed to the loss or liability.

- In order to sell and serve food at St Kilda Festival, your business MUST be a registered food premise within the City of Port Phillip Health Services Unit.
- Retail premises are not permitted to sell food or drinks.
- Food Traders Only:

  • The only food permitted to be sold from the footpath or roadway outside your business are ice-cream, soft drinks, coffee and alcohol (beer/wine only). Beverages must be served in plastic. NO GLASS IS PERMITTED in any outdoor trading areas on Festival Sunday.
  • All other food is NOT TO BE SOLD from the footpath or roadway areas and must be sold from within your premises, as per usual. This includes (and not limited to) pre-prepared sandwiches, hot food from Bain Maries, all potentially hazardous food, freshly squeezed juices and salads.
  • BBQ’s and other cooking or hot holding facilities are NOT permitted on the footpath or roadway. This equipment will be instructed to be removed on the day.
  • The sale of alcohol from the footpath or roadway is subject to the Victorian Commission for Gambling and Liquor Regulation licencing approval and will only be permitted from premises currently holding a suitable liquor licence.
